LSU REFF Publishes RFQ, RFQ Response Material and RFP Specifications for Charity Hospital in New Orleans
BATON ROUGE – The LSU Real Estate and Facilities Foundation has posted to www.charityprojectneworleans.com its Request for Qualifications and Request for Proposals, along with a portion of successful RFQ respondents’ qualifications submissions, for the adaptive reuse of the former Charity Hospital Building at 1532 Tulane Avenue, adjacent to the LSU Health New Orleans campus. The Charity Hospital Redevelopment Project Management Committee, appointed by the LSU REFF, selected three highly qualified development teams from the respondents to its RFQ, publicly issued April 16, 2018, with a submission deadline of May 16, 2018. The committee, along with the LSU REFF’s procurement and real estate advisor, JLL, invited three respondents to participate in the RFP process. Teams led by 1532 Tulane Partners Inc. (a partnership between El-Ad US Holdings and CCNO Development LLC), HRI Properties LLC and Matthews Southwest have until Aug. 20, 2018, to respond to the RFP.
In 2017, the LSU REFF commissioned a study by the Urban Land Institute Advisory Services Panel to explore redevelopment options that also ensure economic development in the surrounding neighborhood. The study included two recommendations: a public, transparent and robust solicitation for a qualified development partner for the Charity Hospital and a community-led effort to ensure long-term revitalization of the neighborhood. Both recommendations have been actively pursued: the LSU REFF is leading the revitalization of the Charity Hospital building, and the community and neighborhood revitalization effort for the Spirit of Charity Innovation District is being led by Greater New Orleans Foundation President and CEO Andy Kopplin and his team, with public engagement through the Spirit of Charity Committee.
