Guidelines for Establishing a New Undergraduate Degree Program
Per PS-45, the department/unit, after initial planning, should fill out the Board of Regents’ Letter of Intent to Develop a New Academic Program with the following factors kept in mind:
- The program must be consistent with the existing role, scope and mission of the institution
- The program must be deemed essential for the well-being of the state, region, or academy, indispensable to fulfilling critical educational needs of the State, or able to demonstrably promote economic development in the State.
- The program must not unnecessarily duplicate a program at another public institution of higher education in Louisiana.
- The program must be consistent with the mandates within any legal settlement currently in force.
- The institution must commit to allocate adequate funding to initiate and sustain the new program.
Once the Letter of Intent is filled out, it should be sent to the dean of the college. Upon dean's approval, it will be forwarded to the Office of Academic Affairs (156 Thomas Boyd Hall). OAA will review the proposal and contact the school/departmental program representative should anything need to be clarified.
If the Letter of Intent is signed by the Executive Vice President and Provost, it will be forwarded on to the President’s Office. The Board of Supervisors will circulate the Letter of Intent to the LSU Council of Chief Academic Officers
Once approved by the BOS, it will then go to the Board of Regents for final approval. Before it is placed on the BOR agenda, the Regents will circulate the Letter of Intent to the Statewide Council of Chief Academic Officers for review.
Note: Program Proposals must be received by the Board of Regents within a year (12 months) of the date the Letter of Intent was officially approved.
Once Board of Regents approve the Letter of Intent, the department can begin to route the complete Board of Regents’ program proposal and its associated budget form. The department should compile the full proposal as well as any new course(s), concentration(s), minor(s) that would be associated with the new program. The department should also attach the Faculty Senate Courses and Curricula Form D for Undergraduate Curricula, detailing the hours of the degree program, the general education requirements, as well as the 8 semester recommended path. The departmental courses and curricula committee will vote on this proposal. Upon approval, the chair will forward it to the college courses and curricula committee. Upon approval, the dean will forward it to the Faculty Senate Courses and Curricula Committee via Andrea Abad (firstname.lastname@example.org) in the Registrar's Office. The C&C Committee will deny, make recommendations if necessary, or approve the proposal outright. The Registrar's Office will send all approved proposals to the Office of Academic Affairs (156 Thomas Boyd Hall).
The Office of Academic Affairs (156 Thomas Boyd Hall) will review the proposal and contact the school/departmental program representative should anything need to be clarified. If signed by the Executive Vice President and Provost, it will be forwarded on to the President’s Office.
The program proposal will then be placed on the BOS agenda. Once approved by the BOS, it will then go to the Board of Regents for final approval.
**NOTE: Program proposal planning should start while the Letter of Intent is routing
through the appropriate channels. As soon as the Letter of Intent is approved, the
departmental C&C committee can begin reviewing the program proposal.
