    Introduction to LSU Policy Statements

    Policy Statements (PS's) represent policies of Louisiana State University and Agricultural & Mechanical College. They are not binding upon other campuses of the LSU System and are subordinate to policies of the LSU System issued as Permanent Memoranda, to the By-Laws and Regulations of the LSU Board of Supervisors to state and federal regulations and statutes. Typically Policy Statements originate within one or more of the operating divisions of the University to address policy issues that are of a campus wide nature. Policy Statements may also be issued to interpret and implement Permanent Memoranda, By-Laws and Regulations of the Board, or pursuant to the requirements of state and federal law. 

    All Policy Statements are issued subject to the following disclaimer:

    University Policy Statements are established for the purpose of campus governance. Policy Statements serve to implement or interpret various laws, rules, regulations or policies and/or reflect the University's chosen method of managing its affairs. The University takes due care to assure that Policy Statements, when issued, are in compliance with then applicable controlling laws, rules, regulations and policies. However, it is recognized that changes in such laws, rules, regulations and policies may result in all of a portion of a Policy Statement becoming incorrect until necessary revision is made. Please be advised that, in such cases, those portions of Policy Statements that are contrary to or in conflict with any controlling law, rule, regulation or policy are invalid. To the extent that the remainder of a Policy Statement is unaffected by a change in controlling laws, rules, regulations or policies, that remaining portion of the Policy Statement will remain valid and in effect. Policy Statements do not form a part of any employee's contract or appointment with the University.  

    Proposed Policy Statements, or revisions to existing Policy Statements, should be forwarded in draft form through administrative channels to the Office of the Provost which will provide for administrative review by the vice chancellors and others as necessary. Upon approval by the vice chancellors, with or without modification, a decision will be made as to whether the draft should be reviewed by University legal counsel or submitted directly to the Chancellor for final action. All Policy Statements require approval of the Chancellor.

     

    The following Policy Statement structure is recommended:

    1. Statement as to the purpose of the policy.
    2. Definitions necessary to the understanding of the policy.
    3. Statement of the policy.
    4. Source of the policy, e. g., campus interpretation of an LSU System Permanent Memorandum, policy based upon or required by federal or state law, revision of an earlier policy, etc.
    5. Statement as to the way in which the policy is to be implemented. This section may contain an outline of operating procedures or may designate University offices which are responsible for the implementation of the policy.

    Introduction to Permanent Memoranda

    Permanent Memoranda (PMs) represent policies of the Louisiana State University System. Along with the By-Laws and Regulations of the LSU Board of Supervisors, they are binding on all institutions of the System. 

    PMs address policy issues that are of a system-wide character and are established for the purpose of System administrative governance. PMs may implement or interpret laws, rules and regulations, and reflect LSU System policies.

    The LSU System takes care to assure that Permanent Memoranda, when issued, are in compliance with then applicable controlling laws, rules, regulations and policies. However, it is recognized that changes in such laws, rules, regulations and policies may result in all or a portion of a PM becoming incorrect or outdated until necessary revision is made. In such cases, those portions of Permanent Memoranda that are contrary to or in conflict with any controlling law, rule, regulation or policy are superseded. To the extent that the remainder of a Permanent Memoranda is unaffected by a change in controlling laws, rules, regulations or policies, the remaining portion of the PM will remain valid and in effect (unless the PM itself states otherwise). PMs do not grant rights to any party.
